Twenty-Eight Years Ago: A previously unknown government agency, the PIU, bought a huge swath of land a dozen miles south-west of Urbania City. They put electric fences around the edges and brought in construction materials and equipment. None of the equipment, nor its operators, ever left.
Fifteen Years Ago: Something inside the facility exploded with a force several times that of a nuclear bomb. The facility itself was obliterated, the surrounding lands scorched, the south-western part of Urbania’s suburbs nearly destroyed, and parts of the city itself damaged. Approximately four thousand people died in the blast or immediately afterwards. Over the ensuing weeks, the death toll doubled due to what seemed to be radiation poisoning. The official explanation was, and still is, accidental detonation of a nuclear weapon, yet strangely Geiger counters registered only slightly elevated radiation from normal. What remained of Urbania City was left inhabited, rather than evacuated. The crater where the facility once stood was fenced off.
Eight Years Ago: A few of Urbania’s residents began displaying super-human abilities. At first, there was wonder, but this changed quickly to horror as these “Supers” collapsed and died within weeks of their powers first showing.
Now: Since powers first started manifesting, the expected lifespan for a Super has been slowly increasing, and is now up to four years past initial manifestation. Some Supers have started using their powers to flout the law, while others use their powers to defend it.
