The United Nations Development Program (UNDP) in Mexico and Grupo Financiero Banorte (GFNorte) published the Practical Guide for Results-Based Budgeting (PbR) with a focus on the 2030 Agenda with which state and municipal governments can implement best practices in resource allocation to guide your exercises towards achieving the Sustainable Development Goals (SDGs) , which are designed to achieve a better and more sustainable future for all people. The Results-Based Budget is a tool that allows public resources to be allocated , in such a way that they are distributed and exercised through actions that generate well-being in citizens and public value. The 2030 Agenda is a global action plan that was presented in 2015 to eradicate poverty, protect the planet and ensure prosperity for all without compromising resources for future generations.
The presentation of the Guide results from the alliance between the UNDP in Mexico and Grupo Financiero Banorte announced in May 2022 with the “Public Budgeting and Finance Program for Sustainable Development” announced in 2022 by both institutions . As part of this program and taking into account their experience, 3 states were chosen : Jalisco, Baja California and Michoacán; and 2 municipalities: Monterrey Guatemala Mobile Number List and Comitán . Based on guidelines defined by the Ministry of Finance and Public Credit, a diagnosis was carried out on these entities in order to develop a methodological guide for the implementation of the PbR with a focus on the 2030 Agenda and the 17 SDGs. Lorenzo Jiménez de Luis, Resident Representative of the UNDP in Mexico highlighted that: “ The UNDP in Mexico has the Implementation Project of the 2030 Agenda in states and municipalities underway, to provide technical support and support to local governments.
In this sense, joining efforts with Banorte, through the State and Municipal Government Bank, has allowed us to develop a massive strategy to strengthen capacities for budgeting.” For his part, Carlos Martínez González, General Director of Government Banking and Infrastructure of Grupo Financiero Banorte highlighted that “the collaboration with UNDP is aligned with our commitment to be the main bank providing financial services to the governments of the states and municipalities. of the country, bringing the latter the tools that boost their capabilities and support the exercise of their public functions . The Guide constitutes a fundamental tool to guide the results-based budgeting processes of state and municipal governments and is accompanied by awareness-raising and training exercises, as well as the implementation of methodologies to assess the degree of progress in the implementation of the the 2030 Agenda in local budgeting processes and generate in-depth diagnoses in five case studies.
